When you need an energy performance certificate in Berlin

The German Building Energy Act (GEG) requires an energy performance certificate as soon as a building or flat is sold, newly let, leased or rented out. Even the property listing must state the key figures. You present the certificate at the viewing and hand it over once the contract is signed. Failing to do so can result in a fine of up to 10,000 euros.

Owners who are neither selling nor letting have no obligation. Still, the demand certificate is often the first step of a renovation: it assesses the building fabric independently of how the occupants heat and shows where the building loses energy. What an energy performance certificate costs in Berlin

The price depends mainly on the certificate type. A consumption certificate evaluates existing heating bills and is correspondingly inexpensive. A demand certificate calculates the building from its components and heating system and takes more work, more so for an apartment building. There is no subsidy for the certificate on its own, but if you order it together with a subsidised energy consultation, you save the second appointment.

Anyone who buys a one- or two-family house must meet the retrofitting obligations of the GEG within two years of the change of ownership, for example insulating an uninsulated top-floor ceiling and insulating exposed heating pipes in unheated rooms. An energy consultation shows which of these apply to your house and secures the subsidies for everything you tackle anyway.

Energy certificate for sale and letting in Berlin: the mandatory details in your listing

The obligation does not start at the notary but with the listing. As soon as you offer a house or flat on a portal, in a newspaper or through an agent, the listing must state the type of certificate, the final energy demand or consumption in kilowatt hours per square metre and year and the main energy source for heating, and for residential buildings also the year of construction and the efficiency class. Without a certificate the listing cannot be filled in correctly, so it pays to order the certificate before the exposé is written.

At the viewing you present the certificate; a clearly visible notice or a copy laid out is sufficient. Once the purchase or rental contract has been signed, you hand it over without delay, as the original or a copy. For flats in apartment buildings the certificate of the whole building applies, and in an owners' association the property management commissions it. Demand certificate in Berlin: what the energy consultant records on site

The demand certificate calculates how much energy the building needs under standardised use. To do this we record exterior walls, roof or top-floor ceiling, basement ceiling and windows with their areas and build-up, plus heating, hot water and ventilation. The heat losses of the envelope and the efficiency of the systems give the final and primary energy demand and from that the efficiency class from A+ to H. Because the result does not depend on how the occupants heat, it is more meaningful for buyers and banks than a consumption figure.

In Berlin's older buildings the documents are often incomplete: floor plans are missing from the building file, attics were converted later, some flats have new windows and others do not. In that case we take measurements and record the components on site instead of using default values. Default values usually turn out less favourable than an accurately recorded building, and a worse class in the listing costs more when selling than the survey does.

Consumption certificate for apartment buildings: fast and inexpensive, but with limits

The consumption certificate evaluates the heating energy consumption over three consecutive billing years, adjusted for weather and vacancy. It is permitted for apartment buildings with five or more flats and for newer buildings, and because no calculation of the building envelope is needed, it costs considerably less than a demand certificate. The property management supplies the bills; the heating cost statements are usually enough.

The downside: consumption depends on the occupants. A building with many frugal households looks better than it is built, a fully occupied one looks worse. If you are planning a renovation or want to document the condition reliably, choose the demand certificate. And if you want to turn it into concrete steps, have an individual renovation roadmap prepared: measures from the roadmap receive a five percentage point federal bonus.

Modernisation recommendations in the energy certificate: what comes first in Berlin buildings

Every energy certificate contains recommendations for improving efficiency cost-effectively. In Berlin buildings the same candidates almost always appear: insulating the top-floor or basement ceiling because it costs little and achieves a lot, replacing old gas and oil boilers with a heat pump and, in unrenovated older buildings, new windows. Which order pays off and which subsidies apply is clarified in the energy consultation.

One point is often overlooked: replacing more than a third of the windows or insulating the facade makes the building more airtight. DIN 1946-6 then requires a ventilation concept that checks whether the air exchange is still sufficient to protect against moisture. If it is not, decentralised ventilation with heat recovery is usually the simplest solution in an occupied older building because it needs no duct network. Frequently asked questions about the energy certificate in Berlin

A demand certificate is mandatory for residential buildings with fewer than five flats whose building application was filed before 1 November 1977, unless later renovation has brought the building at least up to the level of the 1977 Thermal Insulation Ordinance. New buildings always need a demand certificate. In all other cases you can choose; for apartment buildings with five or more flats a consumption certificate is usually sufficient.

Ten years from the date of issue. A certificate does not become invalid after a renovation, but it does not reflect the new condition either. If you sell or let after a major modernisation, a new demand certificate is the better choice because the listing then shows the better efficiency class.

No. The energy certificate always applies to the entire building. If you sell or let a condominium, you use the certificate for the building, which the property management commissions for the owners' association. If there is no valid certificate, we prepare it for the whole association.

Missing mandatory details in the listing and a certificate that is not presented or not handed over are administrative offences under the GEG. The fine can be up to 10,000 euros. In practice, the more common problem is buyers and estate agents who will not proceed without a certificate.

Not on its own. What is subsidised is the energy consultation for residential buildings: BAFA covers 50 percent of the fee, up to 650 euros for one- and two-family houses and 850 euros for buildings with three or more units. If you need both, order certificate and consultation together and save the second on-site visit.

The efficiency class gives you a first idea of how much renovation lies ahead. When you buy a one- or two-family house, the GEG also provides for an informational consultation on the energy certificate if it is offered free of charge, and retrofitting obligations apply within two years. An energy consultation before or right after the purchase shows what really needs doing and which subsidies you are entitled to.

The consumption certificate, yes, if the bills are complete. For a demand certificate, photos and plans are only enough if they describe the building completely. For Berlin's older buildings with conversions and mixed windows we prefer to visit once, because missing data would otherwise be filled with unfavourable default values.

No. As long as the certificate is valid, that is ten years from issue, you use it for every letting and every sale. You only need a new one when it expires or if you want to show the better class after a renovation.
